The luv potion makes your tamagotchi's fall in love.
You use the love potion
When you have the two little hearts on either side of your tamagotchi you go and connect with another tamagotchi but make sure you go to the other persons screen so you give him or a present. Once you give the present you check how much you like him or her. You have to do this about two times. It works on version 1 and 2

Don't they have babies? And if I give it to them and connect boy with boy or girl with girl will they love each other?
