What is a Aqua pet?

I saw one of these things in a Walmart once and it seemed pretty broken... all it did was bounce around when you hit the buttons. I had no idea it even used batteries! It struck me as pretty useless at the time, but then again I probably was just looking at a broken one. I thought it was simply a plastig string toy with water in it.
