I also thought it was like the plant or lamp in the same respects as in it disappeared.

But I have used it many times. So, what does it do?

Fishing rod is usually usable 1-5 (or more) times. You can get:

An empty tin. Effect: your Tama loses a happy heart.

A normal fish: Effect: nothing or your Tama gains a happy heart (not sure)

A giant fish. Effect: this will surely give one or more happy hearts!

Money, 100p-3000p?

Wow thanks for the help I was wondering what the fishing rod does beacuse last time I bought one I always got the tin can so I just deleted the fishing rod because I though it was useless.

there are different stuff u can fish up. a can, a regular fish, a very BIG fish, and points. you can keep using the rod until u fish up some points or a BIG fish. if u fish up a can, one of the tama's happy hearts will be lost, if it catches a regular fish, one of the happy hearts will be filled.
