I saw in family guy something similar (even though I have NO idea what a tootsie pop is)
Boy: how many times can you lick a frog before you go to jail?

I kept losing count, and later found that ate them all, so I no longer have any...

i tried it on an orange tootsie pop and it took me 574 licks and another time i did it again but this time with smaller licks and it ended up as 4176 licks.
