I think those figures may be for the EnTama.

I had a Ponitchi which got a Scientist job with 77 intelligence points- so it's certainly less than 100 needed.

I think you get more GUTS points on the EnTama, so the levels are higher- you also don't get a job until your character is much older so you have more time to collect points. You also have items on the EnTama which raise points- you don't on V4.

As on the V4 you only get a maximum of 5 points for a full completed game and 1-3 for partial wins, it would take too long to build up 200 points easily, without playing games so much, that you always missed the mail.

Getting back to the original post, I think the screen you saw was you being offered a job as a school teacher, for which you weren't qualified. If you had pressed the A button it would have given you a choice of 5 more jobs, Whenever you are offered a job interview in the future, always use the A button to scroll through the different jobs on offer before using the B button to select one.
