If you heard these comments from a friend, you would probably take it as a compliment right? Well its a whole different story hearing this from a teacher.
While he may just be trying to encourage you, he is approaching it in an inappropriate way.
Instead of saying "Nice legs" he should have said "Wow! Awesome job running, your legs were flying!!" He should be encouraging, not flirting.
Like suggested many times, talk to your friends, find out if they have the same problem. If they do, talk to your parents, it shouldn't be up to you to tell him off, you're just a kid.
