Not quite exactly, but if you didn't feed your pet or give it's happiness, it count as one. I hope this help.

I gave it medicine right away. The attention icon was still on. Does that count as a care miss? I need to know if it does or not because I'm trying to get Chamametchi and if I get it wrong, I'll get Watawatatchi again.

U need to wait for the attention icon to disappear , roughly about 15mins, in order for it to count as a care miss !
