I have dry skin too, but I have it all the time ;P (And I'm Filipino, too.)

Uhmm. I just use lotion and stuff a lot, but I usually forget to so it keeps getting worse for me.

 
I remember in 7th grade I got aweful dry skin all over my face. We asked our Pharmasist (at what is now Rite-Aid) what they would recommend, and we really just got a big thing of face soap (it wasn't really a special type or anything... it was just gentle) and then this lotion. It's a light lotion so you can use it on your face. I still get the same stuff and it works great. I wash my face and don't put any lotion on before I go to bed (I don't want to clog my pores!) when I wake up and rinse my face again, I rub a small ammount on my face and it keeps it feeling fresh and mousterized. It really cleared up my problem fast, too. n___n

Actually, I use olive oil along with lotions. It's works fantastically and I use it everywhere. Face too. :D

I just use 3 quick squirts of it and a dab of lotion. But yes, you need to moisturize and often.

 
I have a special ointment from my doctor for my legs in the winter.

I have scars on my legs from itching them so hard I scratched the skin off >.<

Cortizone is good for itching, if that's happening with the dry.

Eucerin has a good lotion meant for dry skin, I use it on my hands and feet when they get dry. It works pretty well.

xP You should ask your mom/dad if they can take you to the doctor. He/she might be able to prescribe something to help.

I'd love to tell you the name of the ointment but the label faded over the years x.x It's some kind of cortizone.

 
A doctor for dry skin? Did I mention my skin is itchy? yes. Itchy >W< But not my face, just my legs. (thank god though , my face is fragile :3 )
That's what I did xP

It got to the point where I was scratching the skin off my legs so I went to the doctor.

 
My boyfriend has terribly dry, itchy skin in the wintertime. I bought a bottle of Aveeno lotion at Wal-Mart that really has worked wonders for him. I think it was called Skin Soothing/Cooling or something similar, and it has Menthol in it as well as the super moisturizing active ingredients. It only cost me $6 and it's amazing.

I use E45 moisturiser! (Not just in the Winter, but all the time!) It's really excellent, and I put it all over my body - including my face. I would definitely recommend it to anyone. =)

 
I have this BIG honkin' tub of moisturizer for winter, prescribed by a doctor, and I dont know what it is called, because I peeled the label off. Xp

Use a moisturizer with Vitamin E in it. It will keep your face as hydrated as the Mississippi River : D
