What's this about a 4U English patch?

I'm a bit out of the loop as I have been mostly selling and working with vintages, away from the usual collector groups and sites.

So there's a 4U English patch now? Is it tied to the 4U app released by Mr. Blinky? I did a couple quick searches on Google and this forum and found no obvious hits.
