Unlocking new options on the 4U+?

What do the greyed out options in the third icon do? The options are bingo card and something called Tamagashapon. I heard that there's supposed to be seeds, but I can't find them anywhere. The wiki says there's something called Encounter Street in the go out menu, but it's not there for me. Do I have to unlock it somehow?

The Bingo card and the Gashapon are both things you can download from the app. After you download either of them, you can select them from the third icon, and then you connect your 4u+ to NFC to either put a stamp on the bingo card, or get a gashapon out of the machine. About the farm and encounter street, I'm pretty sure you unlock them after you get a certain amount of NFC connections.
