Well, you know when you go to V4 TamaTown and go to the townhall? If you click on the booklet on the left that saycts 'info' you will get descriptions of random v4 and 4.5 characters. When it comes up with the v4 teen character Ojyotchi it says that she is gifted, talented and smart. Ojyotchi is a universal teen, received from bad care and neglect.

I don't think they would make a gifted, talented and smart character a universal one. Anyone know why?

 
Ojyotchi is an oldie raised by mating Otokitchi and Ojitchi. It is not universal, but it is one of those "special charcters" that can only be obtained by marrying a certain character to another.

But, to answer the personality part of the question, tamagotchis have their own personalities, even for a universal character. Just because it's raised with neglect doesn't mean it has no personality.

Take the Gozarutchi for example. It dreams of becoming a ninja. The Maskitchi is very shy. They all have their own personalities.

 
No, that's Oyajitchi. Ojyotchi is the one looking like Obotchi but with ears. Look for her on the v4 character chart.

 
I like Gozarutchi too! I can't stand why they made him a bad character. On Tamagotchi Wikia they say he has low blood pressure. Poor Ninja.
