Question about Care Miss

Hi guys, Just a lil confused about care misses.

I found a grow chart, and it confuses me what does 0-3 or 1-3 mins? does it mean you need to have 1 out of 4 attention attended? Thank in advance

It means you need to have care misses in the range of 0 to 3 and 1 to 3 respectively.
