NEED HELP WITH V4

I just got my v4 today and eaileyer I treid to put it in pre-school but it said it was too young and to come back when my tama was a toddler. It became a toddler after sleeping so I tried again and nothing. The instruction booklet says tama's can be put in pre-school when they are 0-2 years old. My tama is around that age so whats wrong?

well you have to get a work letter (the one with the[!] ) then you are in pre-school
