To get characters like mimitchi and mametchi, the body and heart needs of the teenager must be cared for perfectly without a miss.Does this mean that the training meter must be full before evolving to adult?

training bar doesent have to be full but u have to have a lot

Im not sure but make sure that it is over 1/2 way, then u should be ok!
