Anyway, I was doing nothing with my Tama, when a shady looking figure showed up (through a mail announcement) and took 800, then later took 700. Is it because I'm not donating enough to the king?

That is usual for V4 and V4.5. It depends on your fortune cookie. If your fortune cookie is good, you probably will get GP from the King. If your fortune cookie is bad, you will probably get robbed and sent snakes.
