I, myself, use PAINT for the art and Avatar Magic for the text. There are many way's to make one! If you want one on your post's then follow this topic's directions to put one on.

If you want to make them for other people, create them, save them, then upload them onto a website such as PhotoBucket and then PM the link to whoever the avatar is for.

I could make one for you. Paint isn't as good. I use Photoshop. Or you could download GIMP for free.
