That means that your Tamagotchi reached its maximum weight level. If you feed it some more, it will play the games. But be careful, you don't won't to over feed your Tama, so it can be over-weight!

usually u feed it snacks 2 make it play, u cant do this as often u like 2 an adult, but not too often 2 a child, it could get toothache

To play bump, just press any buttons very fast, just like sprint!

It's because your tama cannot weigh less than it currently weighed. And they lose weight by playing games. Just feed your tama a snack or two and it'll be fine!
