It's actually a dartboard and it's an item, not a souvenir. It costs 100gp. Try looking in the Tama Town Mall.

No, it's not rare. The ninja star/darts are just normal items.

Like xox_Jade said, they cost 100gps from the shop on V2 and V3.

On V3 you can also get the password for them in the mall at tamatown.
