Okay..

I was in a car, and I saw this farm, and I saw a little cow sucking on a big cow's utter.

Is that common?

I'm extremely suprised you don't know this already, quite honestly.

Baby cows suck on a mother cow's utter for milk, just like a human baby sucks on a mother's breast for milk. All mammals do this, actually.
