Cant identify this evolution

This is on my 20yr anniverary edition. Kind of looks to me like a dog on two legs when walking around, but also like Bill with a thin mustache when sleeping or at other times... anyone know?

As Rorys_Tamas says, it's Bill.

The reason that he looks strange here is because the resolution of the Mini's display is lower than that of the original P1, so the character sprites have had to be cut down, accordingly. Bill comes off the worst from this, and looks very indistinct.
