that is a teen stage tamagotchi, it just resembles an adult a bit it should grow in a day or so and then you should be able to use accessories and whatnot

you can tell whether it's a boy or a girl in the baby stage actually, if it's this shape (the color might be different based on the parent) it's a boy, if it's this shape then it's a girl
