I would always recommend the Connection V3. That generation is 100% my favourite Tama series

hi ! i have both an On and a Meets and they're the same thing and both good :ichigotchi:

just language differences, and characters of course depending on the version, the Ons are in english and the Meets are in japanese, before i knew any japanese i got my Meets and in my opinion its pretty easy to navigate the menus having 0 knowledge of japanese, so if you think that the language barrier wouldn't bother you or be a problem then i'd just choose which device based on what characters you like most ! the only thing i find a little annoying is when naming your tamas on a Meets you have to scroll pretty far to get to the english keyboard if you want to name them an english name
